Azibelle is spawned for the Qeynos Badge of Honor quest. There are some other pathing NPCs around that will not social aggro, such as Argyn_Shieldstan. However, there can be multiple A_spectre that spawn right in front of her that WILL social aggro. Does not seem to stay rooted for long - beware!
