Edvard is located at (375, -499) in the yellow house next to the bank, across from the Office for the People in South Qeynos. Hansl Bigroon paths by and is on the same faction, but is much lower level, so shouldn't intervene if you are high enough to kill Tommels. At Amiably the Caster Guild Master's did not assist him against me. There are 2 guards who can path by, a corrupt who did not assist at amiable and a non corrupt. A key thing here is Edvard's spawn is right by a zoneline (Qeynos Aquaducts) so any unwanted aggro or other issues can be zoned.
