Somewhat rare spawn. The sleeves drop more frequently than the leggings. You can get the PH or bartender solo by sitting in the corner behind the bar (-686, -730). Other goblins in the room will not aggro even if sitting and visible, but you want to avoid buffs with a levitation component, as this can elevate you enough for them to see over the bar.
