Corrupt Freeport guard that provides quests. Located at tollbooth with Guard Colin. Drops no coin upon death. This guard is on a 6 minute timer. Prior to his level upgrade, Guard Valon was referred to as "Militia Valon." Note that following his hail dialog and giving him 2sp does not seem to have any effect.
