He is a rare spawn that has at least 2 possible place holder (other goblins). Spawn timer is about 6 minutes. Though his damage may be low from straight hits, his direct damage spells can hit for anywhere from 50-175, in addition to his enstill (root) capabilities. There are rumors that any aqua goblin that swims in the water can be a placeholder for this guy. That might be possible, but you can also kill the lone aqua goblin on the island with the flame of Innoruuk (aviak flame tower) and he can spawn there.
